The Convention on Biological Diversity
[Treaty Document 103-20]


This has reference to the United Nations Conference on Environment and Development, held in Rio de Janeiro, June 5, 1992. Note that a "Convention" is an informal agreement between nations. As such, it has no effect on the domestic law of any of the signatories unless...should the Senate ratify this convention, it would become a treaty, and as such, would become the law of the land. For whatever reason, the Democrat Senate of the 103rd Congress did not ratify this convention, so Clinton promised to put it into effect through executive procedures, circumventing the treaty procedure.

In the past we have heard about other "U.N. Conference" actions which have not yet been ratified by the Senate, but which are still available for the right time for them to ratified. The U.N. Conference on the Rights of the Child would, if ratified by the Senate, allow children to decide for themselves what books to read, what movies to watch, and which friends to have, and their parents would have nothing to say about it. The U.N. Conference on the Rights of Women, if ratified, would put into effect E.R.A. as the law of the land, even though it failed twice to become an amendment through the action of our elected representatives at the state and national level. In other words, ratification of either, or both, of those conferences would destroy the sovereignty of the United States government. Our people would have to live under regulations decided upon by others who don't even live in the United States! Those items have been in the Senate for nearly 10 years! Why has the Senate Foreign Relations not gotten rid of them altogether?
We are just beginning to get information about the environmental conference held in Rio de Janeiro in 1992. The previous two conferences mentioned were around for years before anyone even heard about them. You may recall that no one seemed to know anything about the General Agreement on Tariffs and Trade, G.A.T.T., before it was ratified. The terms of that agreement had been worked out at the "Uruguayan Round". No one even knew what the Uruguayan Round was! And you may recall that NAFTA and the G.A.T.T. were trade agreements before they were accepted, then referred to afterwards as treaties. Neither of them were treaties because by constitutional definition a treaty may be negotiated by the executive branch, but is open to amendment through the advice and consent of the Senate, and ratified by the Senate, by a 2/3 majority vote. Neither of those agreements were negotiable by the Congress, and were approved by a simple majority of both chambers. It is important for you to understand that somewhere within our government there are people who have been using deceptive terms in referring to such very important legislation, evidently trusting there will be no outcry from a people who do not know the difference. Those same people would have you believe that treaties are irrevocable, and that they supersede the Constitution. The Constitution is the supreme law of the land! (See Article VI.) Laws and treaties made under the authority of the Constitution do not become superior to the Constitution, though they are superior to the laws of the states. The Constitution cannot be changed, except through the use of the amendment processes, but any law, or treaty, or agreement can be repealed in the same way they were passed in the first place. Even amendments may be retracted by passing another amendment to cancel the first.
What else can you call such deception except conspiracy? If there was nothing to be alarmed about, why has the public not been told about those conferences? At the end of June, and the beginning of July, 1996, there were three very important world conferences; The U.N. Conference on Sustainable Development, in Ankara, Turkey; the Bilderberg Society, in King City, Canada; and the G-7 Conference in Lyons, France. Did you know those conferences were held? Did you know there is an Office of Sustainable Development in this administration? Have you seen or heard anything in the American media about either of them? The definition of conspiracy is when a person, or persons, make plans which will affect the lives of other people without their knowledge. If you don't know about those conferences, it is guaranteed that if they are put into effect, they will have substantial effect on your lives!
Without quoting the whole report on the convention in Rio, the Conference agreed on nine objectives. You won't believe what you read, but these were in the letter Clinton wrote to the Senate of the 103rd Congress. It is referred to as the Convention on Biological Diversity, and Clinton encouraged the Senate to ratify the Conference. To his surprise, the Senate failed to act on it. It is noted that he has promised U.N. officials that he will use executive avenues to implement these objectives, thus circumventing the approval of the Senate. Read these objectives.
1. To make nature the central organizing principle - Develop a federal policy that accounts for ecological values equally with economic values...

2. To establish a legal regime that will utilize international treaties to control all policies, from the international level to the national and local levels...The New World Order (This is already being done. Regulations being instituted by the Fish and Wildlife people have no Congressional oversight, because they are empowered by a treaty!)

3. To make the use of natural resources a cost...

4. To promote the precautionary principle that scientific evidence is not necessary to implement radical environmental policies...(That means the tree huggers can claim anything they like, and not be bothered by having to prove it...like the global warming gig!)

5. To inventory natural and human resources...You will become a human resource, to be inventoried and treated as so much human capital, like livestock. (That is being done incrementally. All the Careers bills have parts which will be used to enable the government to decide when children are as young as three years of age what their future will be.)

6. To make man equal to all other species. "All ecosystem management activities should consider human beings as biological resources..."(Bureau of Land Management, internal working document on ecosystem management, 4/30/94)

7. To classify people as "the enemy"

8. To create areas devoid of human presence. This means to remove people from inhabited areas, either by deportation or killing the indigenous population. This has already been set in motion! Large sections of land have been declared "wildlands", or wilderness, and will be depopulated within 5 years if this "conference" is not halted!

9. To make nature worship a state religion...Isn't it interesting that we are being deprived of our religious heritage with a false doctrine of separation of church and state, while this document would be establishing a state religion of worshiping nature!?!

This material is so incredible as to make the reader suspicious of the writer's veracity. The simple expedient of requesting the noted information from the government yourself can allay such suspicions. Perhaps a letter to Senator Jesse Helms, Chairman of the Senate Foreign Relations Committee, would be beneficial to your understanding of this very serious situation.
